الصين والتوازنات الدولية : دراسة حالة العلاقات الجزائرية الصينية

Abstract

لقد اختلفت النقاشات حول مكانة الصين وأهم العوامل التي أدت الى صعودها والإبقاء على ميزان القوى العالمي، وذلك نظرا لما حققته من نمو متسارع على مدار الثلاث عقود الماضية،حيث استند الصعود الصيني على تفاعل مجموعة من المقومات المادية والثقافية والتي تضاعفت عقب الإصلاحات الاقتصادية التي قادها الرئيس"دينغكسياويبينغ " سنة 1978 ممثلة في التحديثات الأربعة التي تضمنت قطاعات حيوية وهي الزراعة، الصناعة، التجارة والدفاع. انعكست هذه الإصلاحات بشكل إيجابي على القوة النسبية للصين لتحتل الصين سنة 2010 المرتبة الثانية في الاقتصاد العالمي بعد الولايات المتحدة الامريكية. تعتبر الصين قوة جاذبة بامتلاكها العديد من مصادر وأدوات القوة الناعمة حيث أعادت الصين توجيه سياستها الخارجية استجابة لمجموعة من التغيرات منها ما يرتبط بالبيئة الداخلية واخر يرتبط بالسياقات الدولية وكان الهدف من تغيير الصين لسياستها الخارجية هو تبني ما اصطلح عليه مفهوم القوةالكبرى المسؤولة، هذه النظرية التي تشير الى تبني استراتيجية الصعود السلمي والتنمية السلمية وأسلوب القوة الناعمة لتحقيق مصالحها الجيوبوليتيكية إقليميا ودوليا .الا ان هذا التوجه الصيني يواجه تأثير النفوذ الأمريكي الذي تسعى من خلاله الولايات المتحدة الى منع أي قوة إقليمية صاعدة وذلك حفاظا على هيمنتها العالمية وعلى ميزان القوى الدولية. ضمن ووفق دلك كان محتوى تحليل العلاقات بين الجزائر والصين التي شهدت تطورا متزايدا لتصل الى مستوى الشراكة الاستراتيجية الشاملة في (2014) ودخول الجزائر في مبادرة الحزام والطريق في (2018) لتتضاعف مع التعاون الجزائري -الصيني لبناء مشاريع استراتيجية بالجزائر مثل ميناء شرشال وحصول الصين على مشاريع استراتيجية أخرى من بينها الاستثمار في الفوسفات في منجمي بكراع بتندوف وتبسة.

There have been different views about the reasons behind China's rising economic power and the most important factors that led to its rise and maintenance of the global balance power. Also, its rapid growth over the past three decades. The economic reforms led by leader " Deng Hexiao " in 1978, whereby China committed to implementing the open-door policy and adopting The Four Modernization Program, which includes the modernization of four vital sectors, namely agriculture, industry, commerce and defense. These reforms were positively reflected on China's relative strength like the huge numbers achieved by the Chinese economy, so that in 2010 China was concedered as the second largest global economic country after the United States of America. The Chinese economic strength is shown through dynamism in activating the global economy. China is an attractive force by possessing many sources and tools of soft power .Moreover, China has radically redirected its foreign policy in response to a group of changes, some of which are related to the internal environment such as modernization, including what was required by developments and international contexts. The goal of China changing its foreign policy was to adopt the concept of The Responsible Major Power.This theory, which refers to the adoption of a strategy of peaceful rise, peaceful development and the method of soft power to achieve its geopolitical and regional interests. However, this Chinese approach faces the influence of America ,which the United States seeks to prevent any emerging regional power in order to preserve on its global hegemony and on the balance of international power.Concerning The relations between Algeria and China were good and witnessed a remarkable development and the outstanding feature is that the relations between them entered a new stage, which is the stage of global strategic coorperation and partnership in 2014.Besids the enterance of Algeria in the Belt and Road intiative in 2018 these doubled the Algerian- Chinese cooperation to build stratigic projects in Algeria .Such as Cherchel's Port and the investments in phosphates in Bokraa mines, Tindouf and Tebessa
