In 2001, the International Commission on Intervention and State Sovereignty (ICISS) proposed the concept of the ‘responsibility to protect’ (R2P) in response to the failure of states intervening under the ‘responsibility to protect civilians’ to create an effective collective security system, somewhere between UN peacekeeping operations and large-scale strategic operations. However, after the first operational implementation of the concept in 2011, in several theatres of operation that fall under the ‘responsibility to protect’, the ‘international community’ has realised that the use of military force, whether under the pretext of protecting civilians or under the guise of the fight against terrorism to protect civilians from armed terrorist groups, reflects the existence of a desire among the major powers, particularly Western powers, to destroy the current world order and create paralysis in its international system, in particular in the UN Security Council.-
