المؤسسة العسكرية والتحولات السياسية في مصر (2011-2020)

Abstract

تعتبر المؤسسة العسكرية إحدى الركائز الأساسية للدولة المصرية منذ تأسيسها في عهد محمد علي باشا وبروزها كفاعل محوري في الحياة السياسية منذ 1952، حيث تُشكل الحالة المصرية تجربة مرجعية مثيرة للاهتمام عندما يتعلق الأمر بدراسة العلاقات بين المدنيين والعسكريين وتدخل هذه الأخيرة في الحكم في سياق تغيب عنه تماما مفهوم الرقابة المدنية لاسيما في مرحلة ما بعد 2011، وعليه تعالج هذه الدراسة إشكالية فهم الأدوار التي اضطلعت بها المؤسسة العسكرية في مصر خلال مرحلة التحولات السياسية التي أعقبت حراك 25 يناير 2011 باعتبارها المتغير الحاسم في تحديد نتائجها ومخرجاتها. Since its establishment during the reign of Mohammed Ali Basha, the military institution has considered as a fundamental pillar of the Egyptian state and a pivotal actor in the political sphere since 1952. The Egyptian case constitutes a significant empirical reference for understanding the civil-military relations and the military intervention in governance, within a context marked by the near total absence of the civilian control, notably in the post-2011 period. Accordingly, the present study addresses the role undertaken by the Egyptian military institution throughout the post-25 January 2011 political transition, treating it as the pivotal factor governing the results and the outcomes of that transitional phase. Depuis sa création sous le règne de Mohammed Ali Basha, l’institution militaire s’est constituée en l’un des piliers essentiels de l’État égyptien et a progressivement acquis, à partir de 1952, une position centrale au sein de la vie politique nationale. Le cas égyptien constitue une référence empirique particulièrement pour l’étude des rapports institutionnels entre le pouvoir civil et l’institution militaire, ainsi que de l’intervention de cette dernière dans l’exercice du pouvoir, dans un contexte caractérisé par l’absence quasi-totale de mécanismes institutionnels de contrôle civil, notamment durant la période postérieure à 2011. Dès lors, la présente étude porte sur l’analyse des différents rôles exercés par l’institution militaire égyptienne au cours de la période de transitions politique ayant suivi du 25 janvier 2011, en la considérant comme le facteur déterminant dans l’orientation de son évolution et de ses résultats.
