برنامج الكفاءة الطاقوية في الجزائر ودوره في تحقيق التنمية المستدامة

Abstract

تهدف هـــذه الدراسة إلى إبراز دور برنامج الكفاءة الطاقوية والطاقات المتجددة في تحقيق التنمية المستدامة في الجزائر، في ظل التحديات المرتبطة بالاعتماد المفرط على مصادر الطاقة غير المتجددة وما يترتب عنها من استنزاف للموارد الطبيعية وتزايد الآثار السلبية على البيئة والتغيرات المناخية، وتسعى الدراسة إلى تحليل واقع الكفاءة الطاقوية في الجزائر، وتقييم السياسات والبرامج المعتمدة لترشيد استهلاك الطاقة وتعزيز إدماج الطاقات المتجددة، مع استشراف آفاق برنامج الطاقات المتجددة في أفق سنة 2030 ودوره في دعم أبعاد التنمية المستدامة. أين تم الاعتماد على المنهجين الوصفي والتحليلي من خلال تحليل المعطيات الطاقوية والبرامج الوطنية ذات الصلة، حيث توصلت الدراسة إلى أن الجزائر تمتلك إمكانات معتبرة في مجال تحسين الكفاءة الطاقوية واستغلال الطاقات المتجددة، إلا أن قطاع الطاقة لا يزال يعتمد بدرجة كبيرة على المصادر التقليدية ضمن مزيج الإنتاج والاستهلاك، حيث أبرزت النتائج أن برامج الكفاءة الطاقوية والانتقال الطاقوي واجهت عدة صعوبات حالت دون تحقيق الأهداف المسطرة في الفترات السابقة، رغم الجهود المبذولة على المستويين الاستراتيجي والمؤسساتي. وقد خلصت الدراسة إلى أن آفاق تطوير الكفاءة الطاقوية والطاقات المتجددة في الجزائر تبقى واعدة، خاصة في ظل اعتماد برامج جديدة لتعزيز النجاعة الطاقوية وتوسيع مشاريع الطاقة الشمسية، بما يساهم في تقليص الطلب على الطاقة التقليدية وتحسين الأداء الطاقوي، ودعم النمو الاقتصادي، وتحقيق التنمية المستدامة بأبعادها الاقتصادية والاجتماعية والبيئية في أفق سنة 2030. This study aims to highlight the role of the energy efficiency program and renewable energies in achieving sustainable development in Algeria, in light of the challenges associated with excessive reliance on non-renewable energy sources and the resulting depletion of natural resources, as well as the increasing negative impacts on the environment and climate change. The study seeks to analyze the current state of energy efficiency in Algeria and to evaluate the policies and programs adopted to rationalize energy consumption and enhance the integration of renewable energies, while exploring the prospects of the renewable energy program by the horizon of 2030 and its role in supporting the dimensions of sustainable development. The descriptive-analytical approach was adopted through the analysis of energy data and relevant national programs. The study concludes that Algeria possesses considerable potential in improving energy efficiency and exploiting renewable energy sources; however, the energy sector still relies heavily on conventional sources within the production and consumption mix. The results also reveal that energy efficiency and energy transition programs have faced several constraints that hindered the achievement of previously set objectives, despite the efforts made at the strategic and institutional levels. The study concludes that the prospects for developing energy efficiency and renewable energies in Algeria remain promising, particularly with the adoption of new programs aimed at enhancing energy efficiency and expanding solar energy projects. This is expected to contribute to reducing demand for conventional energy, improving energy performance, supporting economic growth, and achieving sustainable development in its economic, social, and environmental dimensions by the horizon of 2030. Cette étude vise à mettre en évidence le rôle du programme d’efficacité énergétique et des énergies renouvelable dans la réalisation du développement durable en Algérie, à la lumière des défis liés à la forte dépendance aux sources d’énergie fossile conventionnelles, a l’épuisement progressif des ressources naturelle ainsi qu’ aux impacts environnementaux croissants engendrés par les émissions de gaz à effet de serre et le changement climatique. Elle a pour objectif d’analyser l’état des lieux de l’efficacité énergétique en Algérie, d’évaluer les politiques et les programmes mis en œuvre pour promouvoir la maîtrise de la consommation énergétique et renforcer l’intégration des énergies renouvelables, tout en étudiant les perspectives du programme national des énergies renouvelables à l’horizon 2030 et sa contribution aux dimensions économique, sociale et environnementale du développement durable. Afin d’atteindre ces objectifs, l’étude s’est appuyée sur une approche descriptive et analytique fondée sur l’analyse des données énergétiques, des rapports officiels ainsi que des stratégies et programmes nationaux relatifs au secteur de l’énergie. Les résultats montrent que l’Algérie dispose d’un potentiel considérable pour améliorer son efficacité énergétique et développer l’exploitation des sources d’énergies renouvelables. Toutefois, le système énergétique national demeure largement tributaire des énergies conventionnelles, tant au niveau de la production que de la consommation. L’étude révèle également que la mise en œuvre des programmes d’efficacité énergétique et de transition énergétique a été confrontée à plusieurs contraintes techniques, institutionnelles, financières et organisationnelles, limitant ainsi l’atteinte des objectifs initialement fixés, malgré les efforts déployés par les pouvoirs publics. L’étude conclut que les perspectives de développement de l’efficacité énergétique et des énergies renouvelables en Algérie demeurent prometteuses, notamment grâce à l’adoption de nouveaux programmes nationaux visant à renforcer l’efficacité énergétique et à développer les projets solaires. Ces initiatives devraient contribuer à réduire la dépendance aux énergies conventionnelles, à améliorer la performance énergétique, à renforcer la compétitivité économique, à préserver l’environnement et à favoriser la réalisation du développement durable dans ses dimensions économique, sociale et environnementale à l’horizon 2030.
