علاقة أنابيب الطاقة الأوراسية الجنوبية بالأمن الطاقوي الأوروبي في ظل التنافس الدولي والإقليمي على الطاقة في أوراسيا

Abstract

تتناول الدراسة بالتحليل موضوع مشاريع النقل الطاقوي عبر الأنابيب نحو أوروبا انطلاقا من منطقة بحر قزوين، يهدف هذا البحث إلى تحديد قدرة و كفاءة هذه الأنابيب في تلبية الاحتياج الطاقوي الأوروبي المتنامي تزامنا مع التطور الاقتصادي الذي تشهده دولها؛ اعتمد البحث على المنهج الوصفي التحليلي لتتبع المشروع زمنيا وتحديد عوامل نجاحه وفشله ودور الفواعل الدولية والإقليمية المشتركة ضمنه، كما اعتمد على الاقتراب الجيوسياسي في تبيان ديناميكيات التزاع والتنافس على الطاقة، و التعرف على المصالح الجيوسياسية المرجوة منه. ينطلق البحث من إعطاء نظرة شاملة على الخريطة الطاقوية العالمية من خلال تحديد أهم مراكز الإنتاج و الاستهلاك، وكذا رصد التحولات العالمية في سوق الطاقة خاصة في ظل طفرة الغاز الصخري، وتسارع الطلب على الطاقة ببروز أقطاب اقتصادية جديدة هي الصين والهند . يركز البحث على ضبط مفهوم أمن الطاقة الأوروبي، وحصر أهم الجهود الأوروبية الرامية لتوحيد السياسات الطاقوية، كما يسعى إلى تحديد دوافع الاهتمام الأوروبي بالثروات الطاقوية لبحر قزوين، بغية التعرف على الدور الحقيقي الذي تلعبه أوروبا في خضم التنافس المحتدم بين عدد من القوى، بحيث تؤثر المنافسة الشديدة على خطوط الإمداد بين المشاريع الروسية والصينية سلبا على فرص أوروبا في التغلغل جيوسياسيا في المنطقة، ولعب دور أكبر إلا في إطار الاستراتيجية الأمريكية.This study analyses Southern Eurasian energy pipeline projects transporting energy to Europe from the Caspian Sea region. The aim of this research is to determine the capacity and efficiency of these pipelines in meeting Europe’s growing energy needs, in line with the economic development of its member states. The research employs a descriptive-analytical approach to trace the projects chronologically and identify the factors contributing to their success or failure, as well as the role of the international and regional actors involved. It also adopts a geopolitical approach to explain the dynamics of conflict and competition over energy and to identify the geopolitical interests at stake. The research begins by providing a comprehensive overview of the global energy landscape, identifying the most important centers of production and consumption, as well as monitoring global shifts in the energy market, particularly in light of the shale gas boom and accelerating energy demand driven by new economic powers such as China and India. The study focuses on defining European energy security and identifying the main European efforts to harmonize energy policies. It also seeks to determine Europe’s interest in Caspian energy resources, highlighting its actual role amid the fierce competition among global powers, where rivalry over supply routes between Russian and Chinese projects limits Europe’s geopolitical influence outside the framework of US strategy.
