مسارات بناء الدولة الفلسطينية في ظل الاحتلال الإسرائيلي وآفاقها المستقبلية

Abstract

تناولت هذه الدراسة مسارات بناء الدولة الفلسطينية وتحليلها منذ انطلاق المشروع الفلسطيني وحتى المرحلة الحالية، مع التركيز على التحديات والعقبات وكذلك الافاق المستقبلية المرتبطة به، لتحليل الخيارات الفلسطينية المقبلة، حيث تعتمد الدراسة على منهج تحليلي–استشرافي يجمع بين تحليل الوقائع السياسية والاتجاهات الدولية والاقليمية، واستقراء مآلات محتملة للصراع الفلسطيني– الإسرائيلي. وتخلص إلى أن المشروع الوطني الفلسطيني يواجه لحظة تحول فارقة، تتقاطع فيها عوامل انهيار القيادة التقليدية مع صعود أشكال جديدة من المقاومة والتحالفات الإقليمية، تشير نتائج الدراسة إلى أن غياب القيادة الفلسطينية الجامعة، وفشل القيادة الفلسطينية في استثمار اللحظة الدولية الراهنة، يفتح المجال أمام سيناريوهات بديلة: منها نشوء محور مقاومة متعدد الأبعاد يقود مشروعًا تحرريًا جديدًا، ومنها تحول القضية إلى معركة حقوق مدنية داخل دولة واحدة، أو انزلاقها إلى هامش النظام الدولي كمجرد أزمة إنسانية تُدار إغاثيًا. وترى الدراسة أن نجاح الفلسطينيين في بناء دولتهم تتطلب إعادة بناء الشرعية السياسية، وتجديد المشروع الوطني، وتوحيد أدوات المقاومة والدبلوماسية ضمن رؤية استراتيجية مستقلة وإعادة طرحها كمشروع تحرر سياسي، لا كأزمة إنسانية أو ملف تفاوضي مجمد. أخيرًا، خلصت الدراسة إلى أن مستقبل القضية الفلسطينية مرهون بثلاثة عناصر مفصلية: أولًا، تجاوز الانقسام الداخلي وإعادة بناء مؤسسة تمثيلية وطنية موحدة؛ ثانيًا، تفعيل الأدوات القانونية والدبلوماسية في المحافل الدولية ضمن تحالفات جديدة ودور عربي واضح وفاعل وموحد وضاغط ومؤثر ؛ وثالثًا، بلورة رؤية سياسية متكاملة توازن بين المقاومة بأشكالها المختلقة ، والدبلوماسية، والعمل الحقوقي. دون تحقيق هذه الشروط، ستظل القضية الفلسطينية عالقة بين فشل الدولة وخطر التصفية. Cette étude a examiné les trajectoires de construction de l’État palestinien et les a analysées depuis l’émergence du projet palestinien jusqu’à la phase actuelle, en mettant l’accent sur les défis, les obstacles ainsi que les perspectives d’avenir qui y sont associés, afin d’analyser les options palestiniennes à venir. L’étude s’appuie sur une approche analytique et prospective qui combine l’analyse des réalités politiques avec les tendances internationales et régionales, tout en anticipant les résultats possibles du conflit israélo-palestinien. L’étude conclut que le projet national palestinien traverse un moment charnière, où l’effondrement du leadership traditionnel coïncide avec l’émergence de nouvelles formes de résistance et de nouvelles alliances régionales. Les résultats indiquent que l’absence d’une direction palestinienne unificatrice et l’incapacité du leadership palestinien à tirer parti du contexte international actuel ouvrent la voie à plusieurs scénarios alternatifs : l’émergence d’un axe de résistance multidimensionnel conduisant un nouveau projet de libération, la transformation de la question palestinienne en une lutte pour les droits civiques au sein d’un État unique, ou encore sa marginalisation dans le système international en tant que simple crise humanitaire gérée par l’aide internationale. L’étude estime que la réussite des Palestiniens dans la construction de leur État exige la reconstruction de la légitimité politique, le renouvellement du projet national ainsi que l’unification des outils de résistance et de diplomatie dans le cadre d’une vision stratégique indépendante, tout en replaçant la question palestinienne comme un projet de libération politique plutôt qu’une crise humanitaire ou un dossier de négociations figé. Enfin, l’étude conclut que l’avenir de la cause palestinienne dépend de trois éléments fondamentaux : premièrement, surmonter les divisions internes et reconstruire une institution nationale représentative et unifiée ; deuxièmement, activer les outils juridiques et diplomatiques dans les forums internationaux à travers de nouvelles alliances et un rôle arabe clair, efficace, unifié, influent et pressant ; et troisièmement, formuler une vision politique globale conciliant les différentes formes de résistance, la diplomatie et le travail en faveur des droits humains. Sans la réalisation de ces conditions, la cause palestinienne restera enfermée entre l’échec de la construction de l’État et la menace de liquidation.This study addressed the paths of building the Palestinian state and analyzing them from the inception of the Palestinian project to the present stage, focusing on the challenges and obstacles as well as the future prospects associated with it, in order to analyze the upcoming Palestinian options. The study relies on an analytical-forecasting approach that combines the analysis of political realities and international and regional trends, and extrapolates potential outcomes of the Palestinian-Israeli conflict. It concludes that the Palestinian national project is facing a pivotal moment, where the collapse of traditional leadership intersects with the rise of new forms of resistance and regional alliances. The study's results indicate that the absence of a unifying Palestinian leadership and the failure of the Palestinian leadership to capitalize on the current international moment open the door to alternative scenarios: the emergence of a multidimensional resistance axis leading a new liberation project, the transformation of the issue into a civil rights battle within a single state, or its descent into the margins of the international system as merely a humanitarian crisis managed through aid. The study sees that the success of the Palestinians in building their state requires the reconstruction of political legitimacy, the renewal of the national project, and the unification of the tools of resistance and diplomacy within an independent strategic vision, and re-presenting it as a political liberation project, not as a humanitarian crisis or a frozen negotiation file. Finally, the study concluded that the future of the Palestinian cause hinges on three pivotal elements: First, overcoming internal division and rebuilding a unified national representative institution; Second, activating legal and diplomatic tools in international forums within new alliances and a clear, effective, unified, pressing, and influential Arab role; and Third, formulating a comprehensive political vision that balances resistance in its various forms, diplomacy, and human rights work. Without meeting these conditions, the Palestinian cause will remain stuck between state failure and the threat of liquidation.
