أثر تطبيق نظام LMD على مردودية قطاع التعليم العالي

Abstract

تهدف هذه الدراسة إلى تحليل أثر تطبيق نظام ل.م.د على مردودية التعليم العالي في الجزائر، من خلال تقييم انعكاساته البيداغوجية والتنظيمية والاقتصادية. واعتمدت الدراسة المنهج الوصفي التحليلي، مع إسقاط الإطار النظري للنظام على الواقع الجامعي الجزائري، والاستئناس بالمقارنة لإبراز خصوصية السياق الوطني. وأظهرت النتائج أن النظام حقق بعض المكاسب، مثل تحديث هيكلة الشهادات، اعتماد التقييم المستمر، وتعزيز المقاربة بالكفاءات. غير أن أثره على المردودية ظل غير متوازن، حيث تحقق توسع كمي في أعداد الطلبة والناجحين، مقابل تحسن نوعي محدود في جودة التكوين والإدماج المهني. ويعود ذلك إلى قيود أبرزها ضعف البنية التحتية، ضغط الأعباء البيداغوجية، ومحدودية الربط بين التكوين الجامعي واحتياجات الاقتصاد الوطني. وتخلص الدراسة إلى أن تحسين مردودية نظام ل.م.د لا يتطلب التخلي عنه، بل يتطلب تكييف آليات تطبيقه مع الإمكانيات الوطنية، دعم البنية التحتية الرقمية، تعزيز التأطير البيداغوجي، وربط الجامعة بمحيطها الاقتصادي.This study aims to analyze the impact of implementing the LMD system on the performance of higher education in Algeria, by assessing its pedagogical, organizational, and economic effects. The study adopts a descriptive and analytical approach, applying the theoretical framework of the LMD system to the Algerian university context, and using a comparative perspective to highlight the specific features of the national setting. The findings indicate that the system achieved certain gains, including modernization of degree structures, adoption of continuous assessment, and strengthening of the competency-based approach. However, its impact on performance remains unbalanced: quantitative expansion in student enrollment and graduation rates contrasts with limited qualitative improvement in training quality and professional integration, due to constraints such as insufficient infrastructure, increased pedagogical workload, and weak alignment between training and economic needs. The study concludes that improving the performance of the LMD system requires adapting its implementation to national capacities, strengthening digital infrastructure, enhancing academic supervision, and linking universities more closely to their economic environment.Cette étude vise à analyser l’impact de la mise en œuvre du système LMD sur le rendement de l’enseignement supérieur en Algérie, à travers l’évaluation de ses effets pédagogiques, organisationnels et économiques. La méthodologie adoptée est descriptive et analytique, appliquant le cadre théorique du système LMD à la réalité universitaire algérienne, avec une approche comparative pour mettre en évidence les spécificités du contexte national. Les résultats montrent que le système a permis certains acquis, notamment la modernisation de la structure des diplômes, l’adoption de l’évaluation continue et le renforcement de l’approche par compétences. Cependant, son impact sur le rendement reste déséquilibré : expansion quantitative des étudiants et diplômés, mais amélioration qualitative limitée de la formation et de l’insertion professionnelle, en raison de contraintes telles que l’insuffisance des infrastructures, la surcharge pédagogique et le faible lien entre formation et besoins économiques. L’étude conclut que l’amélioration du rendement du système LMD nécessite l’adaptation de sa mise en œuvre aux capacités nationales, le renforcement des infrastructures numériques, l’amélioration de l’encadrement pédagogique et le rapprochement de l’université de son environnement économique.
