تحسين الأداء المستدام للإدارة العمومية في ظل التطورات التكنولوجية الحديثة في الجزائر

Abstract

يشهد العالم تحولات اجتماعية واقتصادية عميقة تقودها تكنولوجيا المعلومات في سياق ثورة المعلومات والاتصالات، واضحت تكنولوجيا المعلومات نواة التحول الرقمي، ويعتبر القطاع العمومي من أهم القطاعات التي تأثرت بالتطور التكنولوجي ، حيث تعتبر رقمنة الإدارة العمومية جانب هاما من جوانب التجديد في كل القطاعات العمومية قصد تحسين أدائها، خصوصا مع ضرورة تحقيق أهداف التنمية المستدامة 2030 التي وضعتها الأمم المتحدة، فالتنمية المستدامة تهدف إلى تحقيق التقدم الشامل والمستدام في جميع جوانب الحياة البشرية، وعليه أصبح تحقيق الأداء المستدام في الإدارة العمومية مطلبا حقيقيا أكثر من أي وقت مضى، وفي ذات السياق تهدف الدراسة إلى عرض مدى تحسين الأداء المستدام في الإدارة العمومية الجزائرية في ظل التطورات التكنولوجية الحديثة من خلال دراسة تحليلية لعدد من القطاعات العمومية وواقع الأداء الرقمي المستدام لإداراتها العمومية، والتي توصلنا من خلالها لتشخيص مستوى تكنولوجيا المعلومات في عدد من القطاعات من خلال البنية التحتية والأنظمة الرقمية التي تمتلكها ومدى الترابط البيني بينها وتأثير هذا كله على الأداء الرقمي المستدام من كفاءة وجودة الخدمات، شفافية واستمرارية.The world is witnessing profound social and economic transformations driven by information technology within the context of the information and communication revolution. Information technology has become the core of digital transformation, and the public sector is among the most affected by technological advancement. The digitalization of public administration is considered an important aspect of modernization across all public sectors, with the aim of improving their performance—especially in light of the need to achieve the Sustainable Development Goals 2030 set by the United Nations. Sustainable development seeks to achieve comprehensive and lasting progress in all aspects of human life. Accordingly, achieving sustainable performance in public administration has become a genuine requirement now more than ever. In the same context, this study aims to present the extent to which sustainable performance has been improved in Algerian public administration in light of recent technological developments. This is done through an analytical study of several public sectors and the reality of their sustainable digital performance. Through this analysis, we identified the level of information technology in a number of sectors by examining their infrastructure, the digital systems they possess, and the degree of interoperability among them, as well as the impact of all these factors on sustainable digital performance in terms of efficiency, service quality, transparency, and continuity.Le monde connaît de profondes transformations sociales et économiques portées par les technologies de l’information dans le contexte de la révolution de l’information et de la communication. Les technologies de l’information sont devenues le noyau de la transformation numérique, et le secteur public figure parmi les plus affectés par le progrès technologique. La numérisation de l’administration publique constitue un aspect important du renouvellement dans l’ensemble des secteurs publics, dans le but d’améliorer leur performance, notamment avec la nécessité d’atteindre les Objectifs de développement durable 2030 fixés par les Nations Unies. Le développement durable vise à assurer un progrès global et durable dans tous les aspects de la vie humaine. Par conséquent, la réalisation d’une performance durable dans l’administration publique est devenue une exigence réelle plus que jamais. Dans le même contexte, cette étude vise à présenter le degré d’amélioration de la performance durable au sein de l’administration publique algérienne à la lumière des évolutions technologiques récentes. Cela se fait à travers une étude analytique de plusieurs secteurs publics et de la réalité de la performance numérique durable de leurs administrations. À travers cette analyse, nous avons pu diagnostiquer le niveau des technologies de l’information dans un certain nombre de secteurs, en examinant les infrastructures et les systèmes numériques dont ils disposent, ainsi que le degré d’interopérabilité entre eux, et l’impact de l’ensemble de ces éléments sur la performance numérique durable en termes d’efficacité, de qualité des services, de transparence et de continuité.
