علاقة الدولة بالمجتمع المدني في الجزائر في ظل التحولات السياسية في الدول العربية 2011-2019

Abstract

تتناول الدراسة تطور العلاقة بين الدولة الجزائرية والمجتمع المدني في سياق التحولات السياسية (2011–2019)، مبرزة استمرار تأثير الإرث السلطوي ومنطق الريع والبُنى الباتريمونيالية في تشكيل هذه العلاقة. ورغم ما أتاحته مرحلة ما بعد الحراك من هامش للتعبير المدني، ظلّ تأثيرها محدودًا في تغيير النمط السياسي القائم على مركزية القرار. وتشير نتائج التحليل والاستشراف إلى ميل الدولة نحو الاحتواء السياسي بدل الانفتاح، بما قد يحدّ من استقلالية المجتمع المدني، مع بقاء فرص التغيير رهينة تطور العوامل السياسية والاقتصادية والاجتماعية.Cette étude analyse la relation entre l’État algérien et la société civile dans le contexte des transformations politiques (2011–2019), en soulignant la persistance de l’héritage autoritaire, de la logique rentière et des structures patrimoniales. Malgré une ouverture limitée après le Hirak, le système politique demeure marqué par la centralisation du pouvoir. Les résultats indiquent une tendance à la cooptation politique plutôt qu’à une véritable ouverture, ce qui limite l’autonomie de la société civile, tout en laissant subsister des perspectives de changement à l’horizon 2030.This study analyzes the relationship between the Algerian state and civil society in the context of political transformations (2011–2019), highlighting the persistence of the authoritarian legacy, rentier logic, and patrimonial structures. Despite a limited openness following the Hirak, the political system remains characterized by centralized power. The findings indicate a tendency toward political co-optation rather than genuine openness, which constrains the autonomy of civil society while still leaving prospects for change toward the 2030 horizon.
