مساهمة الاستثمار الأجنبي المباشر في ترقية المؤسسات الصغيرة والمتوسطة

Abstract

تهدف الدراسة إلى تحديد مدى مساهمة الاستثمار الأجنبي المباشر في ترقية المؤسسات الصغيرة والمتوسطة في قطاع محدد مبني على المناولة الصناعية وهو قطاع صناعة السيارات في الجزائر، عن طريق دراسة تدفقات الاستثمارات الأجنبية المباشرة الواردة الكلية وتلك الموجهة لهذا القطاع مقارنة بتطور المؤسسات الصغيرة والمتوسطة في الجزائر مع الاستعانة ببعض التجارب الدولية الناجحة في هذه الصناعة كتركيا والمغرب. بغرض تعزيز الدراسة تم الاستعانة باستبانة تضم 81 مؤسسة محلية تنشط في المناولة الصناعية والميكانيكية أو لها القابلية أن تنشط في قطاع صناعة السيارات والمركبات بالجزائر، بغرض تحديد مكانة المناولة الصناعية المحلية للمؤسسات الصغيرة والمتوسطة في هذا القطاع، وكذا الأثر المرتقب والمحقق من المناولة مع كبرى شركات التصنيع والمتمثلة في الاستثمارات الأجنبية المباشرة في هذا القطاع، مع محاولة تحديد أهم الأسباب التي تحول دون حصول هذه المؤسسات على عقود مناولة في قطاع صناعة السيارات. The study aims to determine the contribution of foreign direct investment (FDI) to the promotion of small and medium enterprises (SMEs) in a specific sector based on industrial subcontracting, specifically the automotive industry in Algeriam, through the examining of the total incoming FDI flows and those directed towards this sector, comparing with the development of SMEs in Algeria, and drawing on successful international experiences in this industry, such as Turkey and Morocco. To strengthen the study, a questionnaire was used involving 81 local entreprises operating in industrial and mechanical subcontracting or those who has the ability of engaging in the automotive industry in Algeria, in the goal of assess the position of local industrial subcontracting for SMEs in this sector, as well as the anticipated and realized impacts of subcontracting with major manufacturing companies represented by FDI in this sector, the study also aims to identify the main reasons preventing these enterprises from obtaining subcontracting contracts in the automotive industry. La présente étude a pour objectif la détermination de l’étendue de la contribution de l'investissement direct étranger (IDE) à la promotion des petites et moyennes entreprises (PME)dans un secteur spécifique fondé sur la sous-traitance industrielle, à savoir l'industrie automobile en Algérie. L’analyse repose sur l’examen des flux globaux d’IDE entrants ainsi que ceux spécifiquement dirigés vers ce secteur, en les comparant à l’évolution des PME en Algérie, tout en s’appuyant sur certaines expériences internationales réussies dans cette industrie, telles que celles de la Turquie et du Maroc. Afin d’enrichir l’étude, un questionnaire a été adressé à 81 entreprises locales opérant dans la sous-traitance industrielle et mécanique, ou présentant un potentiel d'intégration dans le secteur de la fabrication automobile en Algérie. L’objectif est de cerner la place de la sous-traitance industrielle locale des PME dans ce secteur, ainsi que l’impact attendu ou effectif de la collaboration avec les grandes entreprises de production, notamment à travers les investissements directs étrangers. L’étude cherche également à identifier les principaux obstacles empêchant ces PME d’obtenir des contrats de sous-traitance dans le domaine de l’industrie automobile.
