دور الدعم الحكومي في تحقيق التنمية الاجتماعية

Abstract

تهدف هذه الدراسة إلى الوقوف على مدى مساهمة الدعم الحكومي من مجمل الإنفاق العمومي الذي تُخصصه الدولة الجزائرية ممثلا في التحويلات الاجتماعية السنوية في تعزيز أهداف السياسة الاجتماعية للحكومة الرامية إلى تحسين أداء مؤشرات التنمية الاجتماعية ومحاربة الفقر في الجزائر للفترة بين 1990 و 2023. خلُصت الدراسة إلى أن مؤشرات التنمية الاجتماعية تستجيب استجابة طردية ومعتبرة للدعم الحكومي ممثلا في التحويلات الاجتماعية، كما أثبتت الدراسة أثرا إيجابيا معتبرا للناتج المحلي الخام على مؤشر التنمية الاجتماعية، من جهة أخرى توصلت الدراسة إلى إثبات وجود أثر عكسي لمعدل التضخم على مؤشر التنمية الاجتماعية خلال نفس الفترة. This study aims at assessing the extent to which government subsidies out of the total public expenditure allocated annually by the Algerian Government as social transfers to promote the governments’ social policies intended to enhance social development performance and fighting poverty in Algeria for the period 1990 to 2023. The study concluded that the social development indicators respond proportionally positively and significantly to the government subsidies represented by social transfers, this study also confirmed a positive significant impact of the gross domestic product on the social development indicators, and a negative effect of the inflation rate on them for the same time period. Cette étude vise à évaluer dans quelle mesure les subventions de l’état parmi la totalité des dépenses publiques allouées annuellement par le gouvernement Algérien comme transferts sociaux à la promotion des politiques sociales visant à améliorer la performance des indicateurs de développement social et à la lutte contre la pauvreté en Algérie durant la période: 1990, 2023. L’étude a conclu que les indicateurs du développement social répondent proportionnellement positivement et considérablement aux subventions de l’état représentées par les transferts sociaux, cette étude a ainsi confirmé l’existence d’un impact positif considérable du produit domestique brut sur les indicateurs du développement social, et un impact négatif du taux d’inflation sur les mêmes indicateurs pour la même période du temps.
