تداعيات الدور الروسي في الصراع السوري على استعادة روسيا لمكانتها العالمية 2011-2016

Abstract

تسعى هذه الأطروحة إلى إدراك وتحليل طبيعة العلاقة الكامنة بين إدارة الصراع الدولي، التأثير الإقليمي واستعادة المكانة العالمية، وهي من هذا المنطلق تهدف إلى تقديم تفسير حول منحى استرجاع روسيا لتأثيرها الإقليمي ومكانتها العالمية انطلاقا من دورها في إدارة الصراع. كما تفسر هذه الدراسة أيضا، خلفيات العودة الروسية إلى منطقة الشرق الأوسط، من خلال إدارتها للصراع السوري، وفهم هذا المسار الذي استطاعت من خلاله أن تؤسس لممارسات جديدة تتعلق في مضمونها بإدارة الصراعات الدولية، وأن تطور نهجا هجينا، يمكن تسميته بـ “المقاربة القسرية التعاونية المزدوجة”، والتي أكّدت من خلالها أنّها يمكن أن تلعب دور الدولة الحامية لحلفائها، ودور صانع السلام في ذلك الإقليم، في آن واحد. وقد توصلت إلى نتيجة مفادها أن نجاح الدولة في إدارة صراع دولي يتموقع في منطقة حيوية واستراتيجية، تتقاطع بها مصالح أهم اللاعبين الإقليميين والقوى العالمية، وتوظيفها لاستراتيجية ذكية وفعّالة، سيمكّنها من توسيع نفوذها في ذلك الإقليم، على النحو الذي ستضمن من خلاله مكانة تليق بها على الصعيد العالمي. Cette thèse vise à comprendre et analyser la nature de la relation entre la gestion des conflits internationaux, l'influence régionale et la reconquête du statut mondial. À partir de cette perspective, elle vise à fournir une explication sur la manière dont la Russie a repris son influence régionale et son statut mondial en jouant un rôle dans la gestion des conflits. Cette étude explique également les raisons du retour de la Russie au Moyen-Orient, à travers sa gestion du conflit syrien, et comprend le processus par lequel elle a pu établir de nouvelles pratiques liées à la gestion des conflits internationaux. Elle a développé une approche hybride, qu'on peut appeler "approche coercitive coopérative double", par laquelle elle a prouvé qu'elle pouvait jouer à la fois le rôle d'État protecteur de ses alliés et celui de faiseur de paix dans la région. La thèse conclut que le succès d'un État dans la gestion d'un conflit international situé dans une région vitale et stratégique, où se croisent les intérêts des principaux acteurs régionaux et des puissances mondiales, et l'utilisation d'une stratégie intelligente et efficace, lui permettra d'élargir son influence dans cette région, assurant ainsi une place mondiale digne de ce nom. This thesis explores the strategic dynamics between international conflict management, regional influence, and the reestablishment of global standing. It seeks to elucidate the mechanisms through which the Russian Federation can reassert its regional influence and enhance its global standing by strategically managing the Syrian conflict. This study elucidates the reasons behind Russia's re-engagement with the Middle East, particularly through its strategic role in the Syrian conflict. The conflict management employed a hybrid model known as the "dual coercive cooperative approach."This approach has demonstrated that Russia is capable of simultaneously protecting its allies and acting as a regional peacemaker. The study concludes that a state can significantly expand its regional influence and secure its global standing by managing a conflict with a strategically smart and effective approach, especially when the conflict occurs in a strategically critical region where regional actors and global powers compete. In such cases, it concerns regions of great strategic importance.
