الحوار الحضاري في ظل التحول الديمقراطي

Abstract

تناولت هذه الأطروحة موضوع الحوار الحضاري في ظل التحول الديمقراطي دراسة مقارنة بين مصر والجزائر، هذا من خلال مقارنة التجربتين المصرية والجزائرية في ترسيخ التحول الديمقراطي وتهدف هذه الدراسة إلى البحث في إظهار جوانب الاختلاف والتشابه بين التجريبيتين، وذلك من خلال استعراض مختلف المفاهيم والتعريفات التي تجعل الباحث يتوصل إلى مفهوم واضح حول الحوار الحضاري وعلاقته بالديمقراطية ثم التحول الديمقراطي وأيضا ربطهما بالعولمة وأثرها على كل منهما. وما انجر عنهما في التجربتين المصرية والجزائرية، وقد حاولنا دراسة مختلف التطورات السياسية والاقتصادية والاجتماعية الحاصلة عبر مختلف الأزمنة للنظامين السياسيين المصري والجزائري، حيث مر كل منهما بأزمات أدت بهما إلى الدخول في صراعات دموية وبالأخص الجزائر خلفت من خلالها الكثير من الضحايا والخسائر المادية والبشرية، وما عرف بالظاهرة الإرهاب التي مست البلدين معا وبالتالي حاولتا بكل الطرق والوسائل الخروج منها بأقل الخسائر، وقد كان نتاج الحركات المتطرفة من جبهة الإنقاذ الإسلامية في الجزائر، وجماعة الإخوان المسلمين في مصر، حيث حل حزب الجبهة الإسلامية للإنقاذ ، وأيضا قد صنفت جماعة الإخوان المسلمين كجماعة إرهابية وقمعت في مصر. وكنتيجة خلصنا إليها في هذه الدراسة على الأطراف المتنازعة داخل النظام السياسي أن تتحاور بأسلوب حضاري باستعمال متطلبات الديمقراطية وبالمشاركة السياسية الحقيقية والفعالة وبالتالي ترسيخ الديمقراطية بتحول ديمقراطي، وأن الدين الإسلامي الحنيف لا يعني التطرف والتشدد وإنما المصالحة والحوار.This thesis addresses the topic of cultural dialogue in the context of democratization, a comparative study between Egypt and Algeria. by comparing the Egyptian and Algerian experiences in consolidating democratic transition, This study aims to explore the differences and similarities between the two experiments s approach ", through a review of the various concepts and definitions that make the researcher come up with a clear concept of civilizational dialogue and its relationship with democracy and democratization, and also link them to globalization and its impact on each other. We have tried to study the various political, economic and social developments taking place across the various times of Egypt's and Algerian political systems. Each experienced crises that led them to engage in bloody conflicts, in particular Algeria, through which many victims and material and human losses were left behind. and what is known as the phenomenon of terrorism that has touched both countries and thus tried in all ways and means to emerge from it with the least toll, It was the product of extremist movements from the Islamic Rescue Front in Algeria and the Muslim Brotherhood in Egypt, where the Islamic Salvation Front party dissolved and also the Muslim Brotherhood has been classified as a terrorist group and repressed in Egypt. As a result of this study, the parties to the conflict within the political system must engage in a civilized manner using the requirements of democracy, with genuine and effective political participation, thereby consolidating democracy with a democratic transformation, and that the Islamic religion is not about extremism and militancy but about reconciliation and dialogue Cette thèse aborde le thème du dialogue civilisationnel à la lumière de la transformation démocratique, une étude comparative entre l'Égypte et l'Algérie. Cela se fait en comparant les expériences égyptienne et algérienne en matière de consolidation de la transformation démocratique. Cette étude vise à étudier les aspects de différence et de similitude entre les deux expériences, en passant en revue les différents concepts et définitions qui permettent au chercheur d’arriver à un concept clair sur le dialogue civilisationnel et sa relation avec la démocratie puis la transformation démocratique, ainsi qu’en les reliant à la mondialisation et à son impact sur chacune d’elles. Et ce qui en a résulté dans les expériences égyptienne et algérienne, et nous avons essayé d'étudier les différents développements politiques, économiques et sociaux qui se sont produits à différentes époques pour les systèmes politiques égyptien et algérien, alors que chacun d'eux a traversé des crises qui les ont conduits à entrer dans des conflits sanglants, en particulier l'Algérie, qui a laissé derrière lui de nombreuses victimes et pertes matérielles et humaines, et ce qui était connu comme le phénomène du terrorisme qui a touché les deux pays et ainsi ils ont essayé par tous les moyens et méthodes de s'en sortir avec le moins de pertes, et c'était le résultat des mouvements extrémistes du Front islamique du salut en Algérie, et des Frères musulmans en Égypte, où le parti du Front islamique du salut a été dissous, et les Frères musulmans ont également été classés comme un groupe terroriste et réprimés en Égypte. En guise de conclusion à laquelle nous sommes parvenus dans cette étude, les parties en conflit au sein du système politique doivent s’engager dans un dialogue de manière civilisée, en utilisant les exigences de la démocratie et une participation politique réelle et effective, consolidant ainsi la démocratie par la

transformation démocratique. La véritable religion islamique ne signifie pas extrémisme et fanatisme, mais plutôt réconciliation et dialogue.
