من التدخل الإنساني الى التدخل العسكري :دراسة حالة ليبيا 2011-2020

Abstract

المخلص: تهدف هذه الأطروحة إلي محاولة دراسة وفهم تأثير التدخل الأجنبي في ليبيا بصفة خاصة و منطقة الساحل الأفريقي بصفة عامة، هذا التدخل الذي كان في الظاهر تدخل إنساني من اجل مساعدة الشعب الليبي، غير أنه في الباطن كان عبارة تدخل عسكري يأتم معنى الكلمة، الشيء الذي آثر سلبا على الأمن الإنساني في المنطقة، وعليه ركزنا في أطروحتنا هذا على دراسة حالة ليبيا بشكل واسع مع المقارنة بينها وبين حالة مالي في منطقة الساحل، و هذا من بمنطلقين ، أولا: من مسلمة أساسية وهي التناحر والتجاذب بين القوى الكبرى على منطقة الساحل الإفريقي لفرض أجندتهم التدخلية القائمة على عسكرة الحلول في كل من ليبيا و مالي وخلق حالة من الاستقرار بالمنطقة، وثانيا: زيادة تدهور حالة الأمن الإنساني من السيئ إلى الأسوأ في المنطقة بصفة عامة وفي ليبيا ومالي خاصة. Abstract: This study aims to depict the impact of external interventions in the Sahel region on human security. It is grounded on the assumption that the competition among major powers in both Mali and Libya that militarize solutions, has worsen the human security deterioration in the region as a whole. Relying on various methods and theoretical frameworks, such as the realist theory as well as the human security approach, this study concludes that external interventions negatively affected all dimensions of human security in the Sahel, including the economic, societal, environmental, political, and food dimension, which in turn led to an increase in terrorist operations and criminal activities that hindered the process of state-building in this precarious region.
