المقاربة الجيو إستراتيجية في توجيه السياسة الجزائرية في منطقة الساحل الأفريقي من سنة 1999 الي 2019

Abstract

ملخـــــــــص: تهدف هذه الدراسة إلى إجراء تحليل معمق للمقاربة الجزائرية اتجاه منطقة الساحل من 1999 إلى 2019، و ذلك من خلال تحديد المصالح و الاهتمامات الجيو إستراتيجية للجزائر، و التي تأخذ بعين الاعتبار الخصوصيات السياسية و الأمنية و الاقتصادية و الاجتماعية لهذه المنطقة، والتي تؤثر على استقرار و أمن الجزائر. كما تحاول هذه الدراسة كذلك، تقييم تأثير العوامل الجيو إستراتيجية على فعالية تنفيذ الإستراتيجية الجزائرية المتعددة الأبعاد بمنطقة الساحل، و الإجراءات التي اتخذتها لمواجهة تدخلات القوى الأجنبية في ذات المنطقة . Summary: This study attempts to scrutinize Algeria’s approach towards the Sahel from 1999 to 2019 on the basis of the geostrategic concerns of this country that take into account the political, security, economic and social specificities of this region, which affects Algeria’s stability and security. It also explains the impact of the geostrategic factors on the effective implementation of Algeria’s multifaceted strategy in the Sahel and the measures initiated to counter foreign powers’ meddling in this region.

Résumé : L’objectif de cette étude consiste en l’analyse approfondie de l’approche Algérienne à l’égard du Sahel de 1999 à 2019 à travers les intérêts géostratégiques de ce pays en tenant compte des spécificités politiques, sécuritaires, économique et sociales de cette région qui affectent la stabilité et la sécurité de l’Algérie. Cette étude a aussi la propension d’évaluer l’impact généré par les facteurs géostratégiques sur la mise en œuvre de la stratégie multiforme initiée par l’Algérie à l’égard du Sahel et les mesures entreprises afin de répondre aux ingérences des puissances étrangères dans cette région.
