عالمية وعولمة الحق في الإتصال، دراسة وصفية تحليلية

Abstract

ملخص : جاءت هذه الدراسة للبحث في العلاقة الارتباطية الموجودة بين العولمة وكيفية تأثيرها على الحق في الاتصال ، حيث أدت ثورة الاتصالات العالمية إلى زيادة الوعي حول التفاوت الاجتماعي.الذي أصبحت تشكل فيه العولمة تحديا للسياسات والتنمية الاجتماعية بالعالم . إن المجتمعات تمر بمرحلة تغيير جذرية تشكل تحدياً جدياً للبنى القائمة وتوازناتها في مختلف المجالات الأخرى، ويعد الحق في الاتصال احد هذه الفروع والمجالات التي تأثرت بهذا المفهوم " الذي غير من المفاهيم وكيفية العمل بها وحدود تجسيدها وطرق تطبيقها، في ظل التطور التكنولوجي الذي مس وسايل الاتصال بمختلف أنواعها ومجالات استخدامها، اذ أصبح التواصل مع الأشخاص على الجانب الآخر من العالم أسهل بكثير مما كان عليه قبل بضع سنوات . فالأقمار الصناعية وكابلات و الألياف الضوئية والإنترنت تجعل من السهل مشاركة المعلومات مع الأشخاص الموجودين في مناطق زمنية ومواقع مختلفة. وقد ساهمت تكنولوجيا الاتصال والاعلام الدولي في القرن الواحد و العشرين و هو ما يسمى عصر العولمة ،تتميز بالسرعة و اللحظية و " التفاعلية ", وتسعى إلى تحقيق القدرة على تبادل الأدوار بين المرسل والمستقبل , و الخروج من نطاق العمومية إلى الخصوصية قي توجيه الرسالة ، مما جعل الدول والحكومات تسعى جاهدة الى حماية هذا الحق في ظل التغيرات الاجتماعية والاقتصادية والسياسية والثقافية التي تشهدها المجتمعات ،وهذا من خلال سن قوانين وتشريعات وقرارات محلية ، اقليمية، ودولية للحفاظ على استقرار البشر وحماية خصوصياتهم في كل وقت وفي كل مكان بعيدا عن الرقابة وكبح حرية التعبير و والاعلام ، خاصة في ظل المجتمعات الافتراضية التي لا تؤمن بالحدود الجغرافية ولا الانتماءات العرقية او الاثنية . وهذا ما جعل الحكومات في كل دول العالم تضبط قوانينها وتشريعاتها الكافلة لهذا الحق مع المتغيرات الحاصلة في العالم في ظل التطورات التقنية والتكنولوجية. Abstract: This study came to investigate the correlationbetweenglobalization and how it affects the right to communication, as the global communications revolution has led to increasedawareness of social inequality, in whichglobalization has become a challenge to policies and social development in the world. Societies are goingthrough a radical change that poses a serious challenge to existing structures and their balances in variousotherfields. The right to communication is one of these branches and fieldsthat have been affected by this concept, which has changed concepts, how to workwiththem, the limits of theirembodiment, and the methods of their application, in light of the technologicaldevelopmentthat has affected the means of communication in all their types and areas of use, as communication with people on the otherside of the world has becomemucheasierthanitwas a few yearsago. Satellites, cables, opticalfibers, and the Internet makeiteasy to share information with people in different time zones and locations. International communication and media technology has contributed to the twenty-first century, whichiscalled the era of globalization, characterized by speed, instantaneity, and "interactivity", and seeks to achieve the ability to exchange rolesbetween the sender and the receiver, and to move from the scope of generality to privacy in directing the message, which has made countries and governmentsstrive to protectthis right in light of the social, economic, political, and cultural changes thatsocieties are witnessing, and thisisthrough the enactment of local, regional, and international laws, legislation, and decisions to maintain the stability of people and protecttheirprivacy in At all times and in all places, awayfromcensorship and suppression of freedom of expression and media, especially in virtualsocietiesthat do not believe in geographicalborders or racial or ethnic affiliations. This iswhat made governments in all countries of the world adjusttheirlaws and legislationsthatguaranteethis right with the changes taking place in the world in light of technical and technologicaldevelopments.
